Industrial 230 Qoestion

Does anyone know if this engine had an eccentric ( lobe)on the camshaft to drive the fuel pump? I have been trying to fire this engine and either the pump is bad or it is not engaging.
This engine was origianlly gravity fed ( no pump ) and had a block off plate where the fuel pump would normally sit.
