This may be an apples and oranges comparison, but here goes -
My 69 Dodge had a similar problem, and I discovered that the coil was powered by two different circuits - a run circuit that goes through the ballast resistor and a start circuit that bypasses the ballast resistor, providing a full 12 volts to the coil to help with starting. The latter circuit developed an open and the engine would not start while cranking, but would start as soon as you let the key go from "start" to "run."
