Check tooth count of flywheel for starter match. There is a 172 (uses 12 tooth starter gear) and a 146 (uses a 10 tooth starter gear) for the hemi's.
You may just have a stuck bendix. Powermaster has hemi reduction starters for both flywheels. 9530 (146T), 9531 (172T). Summit has them.
