it is not recommended to use a threadlock material such as locktite unless it is specified for torqued applications, torque specs are generally specified for clean dry unlubricated bolts as any liquid compound will change thge actual torque, same goes for anti-sieze or other lubricants applied to bolt threads.the correct washer will be a split flat washer designed for the proper torque to be applied against it, star or serrated washers should never be used in a torque situation.
