Why I took my 900-16 rims into a truck tire shop in town to have the tires broke from the rim beads, I ask for new tubes/flaps. The shop guys went into their back room and came out with 7.50-16 tubes and flaps. I questioned them about that and they said, not a problem the 7.50-16 tubes work fine in a 900 tire. So I put them in and used them for many years until I got radial tires. I never had an issue with them.
The 1100-16 is a little bigger than the 900 tire, tubes can expand to a big size. I'm not suggesting anyone try it, but if I couldn't find tubes for my 1100s, I wouldn't have a problem using 900 tubes. Find a tire truck shop with older guys and ask the question.
