Speedometer Bouncing?

Good morning everyone,

After installing my speedometer cable a few years ago I noticed that the needle bounces as I drive at lower speeds, and doesn't hold steady until I get up to about 30mph. I was wondering if anyone else has encountered this problem or knows how to correct it?
