Bushing installation tool

Has anybody made/used the bushing installation tool as described in the PIF document? It says it is to be used to install the bushing and seal simultaneously but with the narrower portion being 1� and the bushing/seal combo being 1 1/2� (of which the seal is only 1/4�), I don�t see how the tool will hold both seal and bushing at the same time..... what am I missing? Thanks
