Need help-WM300 Exhaust Hanger Brackets-Maybe need pics

For a 251...Ordered these from VPW awhile back and just getting to them and the exhaust. The brackets are not even close to correct. Has anyone else used these and had an issue? I've tried every which way to get them to line up with frame holes etc, no luck. They aren't even close.

Also, are they supposed to act as the clamp too or just hang the exhaust?

Appreciate any help.
