I think you just need to adjust the spring tension on the Relay contacts so the relay coil can overcome the spring tension to open the contacts when needed.

Here is a great service manual on delco generators and regulators. Most of us dont have carbon piles to create a load, but you can use an inexpensive battery tester with a heating element to draw the battery voltage down when testing.
