Thanks to all the replies, I ended up finding some copper bushings with the correct inside diameter and almost the correct length.

I filed them down to the correct length then removed the tabs on the bracket that held the original cardboard shields in place.

I soldered the copper bushings to the bracket then applied some primer and silver paint to better reflect the signal lights.
