It's possible. Mount the old pump and check for vacuum. If not much vacuum, weld a bead down the arm to build it up and remount. If vacuum improves, worn cam lobe or incorrect arm. You'll need to:
- inspect lobe with a camera,
- replace the cam
- Build up the arm on the new pump.
