Press down on the button and turn it to the right, it will pop out. The strand copper wire breaks over time from turning the wheel back and forth. I use a solid copper wire to avoid that. Pull the wire out and replace with new and push back up the steering tube. There is a connector at the end of the wire under the button that you'll need to solder to the end of the new wire. That connector is still under the button.
