What is purpose of button (21-30-101), spring (21-30-100)

As mentioned earlier, I am missing button (21-30-101), spring (21-30-100) as shown in the illustrated parts diagram.

Does anyone know what the purpose of these two part are and if not having them poses a safety concern?
