The same thing happened here in Colorado. The EPA complained about the Brown Cloud over the Front Range, so they had to stop sanding the roads in winter. The sand was being arisolized by the tires and made the Greenies unhappy. Now we have to magnesium chloride (or salt), which is marginally effective in winter, but eats the crap out of steel. And has the added benefit of coating the insulators on the high tension lines and shorting out the lines. Great idea guys!
