I would clean the Idle Jets. Since your getting it to run at 1800 RPMs your Idle circuit may be plugged. Try pulling the 2 Jets and blowing high pressure air thru the open hole. Yes it is probley at the least clean the carb time. There pretty simple carbs to take the top off and look. Just probley has crud inside plugging up the jets.
