It's used to limit the axle twisting the spring(wrap) under torque. This causes wheel hop from the spring wrapping up and then releasing over and over again. As the wheels hop they're losing traction. I suppose this could damage springs, axles, driveshafts so protecting these may be an additional reason for it. The wheel hop killing forward movement is what I'd have it for.
My '67 D100 exhibits wheel hop readily. It appears to be a fairly simple method someone used here. I may try to replicate someday.
