I would say without question replacing the frame is the best deal. Actual frame swaps are not hard and you will be surprised how fast they go. The big thing to make it easy is having the new replacement frame and the old donor frame close to each other. Do one part at a time.
Fab'ing new parts gets more involved. To you have equipment to cut steel, weld. Are you proficient at good welding. Remember your life might be depending on your welds.
My vote is replace the frame with a good one, absolute no rusted out spots anywhere. Then have the new frame sand blasted to bare shiny
steel before you start moving parts to it.
