Jonas, There's nothing wrong with painting over original paint....here's where the problem comes in....bare metal really should be acid etched & primed with a high quality Epoxy primer, some Epoxy's have zinc in them & are self etching. Original paint doesn't like Epoxy primer. Therin lies the problem. Most get around this problem by using inferior laquer based primers but there's really no substitute for Epoxy. Sometimes if the enamel is old enough & you apply the epoxy dry enough, it won't lift the paint but all you can do is try it. If it looks good when your finished there will not likely be any problems down the road.
It's best to strip it if you have the facilities to do so.
