That link is to several types of adapter cables to run 12v trailer lights from a 24v town vehicle. (I ordered the frame mounted version.) As it turns out, just adding a small buck converter works for the tail lights, but causes problems for the blinker circuits. Buck converters generally have a 1/2 second delay upon power up. By the time the delay ends, there is not much of the blinker "on" cycle left. This can cause erratic blinker behavior.
The linked cables work around this by drawing power from the tail light circuit (tail lights must be turned on for the adapter cable to work). All of the lights run off this one buck converter, which avoids the on/off cycle delay problem by keeping the tail lights on.
