I had one on my Power-Wagon at one time that was kind of a cross between what you have shown and the one Vaughn showed. It had the same 6-bolt elongated flanges both outside and inside the crossmember and the entire hook was spring loaded and could pull away from the truck slightly under a hard pull. The hook itself did not have the hinged "tongue" however. It had a hinged keeper on the top that also had a captivated and spring loaded pull pin with a sizable ring to easy in pulling.
I have no idea what my hook came from, but I do know one vehicle that used them was the Minneapolis Moline Jeep (NXT airplane tug).
Inn any case, it appears those elongated 6-bolt flanges were some kind of standard.
