the swinging pedals in the 60s and 70s are notorious for sticking. the bushings are nylon and the shaft rusts when the truck sits and they bind up. sometimes you have to take apart the assembly and clean and lube everything. other times you can get away with spraying lube up onto the shaft and with the MC removed work the pedal up and down to get lube spread into the bushing
