Gauge says running hot... but its not.

My temp gauge on my 1964 WM300 reads extremely high soon after the engine has been started. I've even stopped on the road multiple times to check, and the engine is not overheating or too hot. I have replaced the sensor, thermostat, and coolant. Could it be the actual gauge cluster on the dash?
