Yea if they are used for building bridges, they are not a low grade. I bought a box of 50 to do my combat rims. They look identical to the original nuts.
I just checked the nuts that I put on my combat rims. They are rated 2H which have a proof load stress of 175,000 psi which is greater than grade 8. They are a heavy hex nut which means that they are physically larger than the standard hex nut and have a larger contact area to distribute the load over a larger area. They can have a Rockwell hardness of C24 to C35.
