I just noticed in your picture of your carb that the filter is sitting over the exhaust and intake manifolds. That will cause issues. On my 51 PW the filter is mounted so that it points out to the fender in relation to the carb.

I don’t know if you have a different carb than mine but yours is mounted 90 degrees differently than mine. Others need to comment on this.
