Not sure of the rationale regarding an empty 18 wheeler being able to stop quicker but most commercial vehicles most efficient braking is with a load that uses the suspension and increases contact patch for each tire. That being said, the increased mass of a heavy load will definitely increase stopping distance. I experienced this as I was hanging upside down from my seatbelt and was broad sided by a loaded log truck.
I'm pretty sure a four wheeler with a healthy braking system will out brake an 18 wheeler everytime. Regarding following distance, I just give everyone room.
