I've made a handful of shafts for things and I prefer to use 8020, both for splined applications and for idler applications. It doesn't seem to shrink as much when hardened, and it is easily machinable too. A simple heat treat oven can case harden the surface rather easily to give your wear resistance without adding any brittling that comes with through hardening.
