the aspect ratio of 'old' tires ie 9.00-16
was about 95% so
a 9.00-16 mounted on a 6.50 x 16 rim
has a section width of 10.10 and an od of
35 to 35.5 in (mud & snow being higher)

the main thing to remember is that truck tires are designed for specific applications and matched to specific wheel sizes & types
and power wagons are trucks
the 900-16 10ply rate (load range E) had
a load carrying cap of 3370 lbs @ 60psi
which is almost the same as a 12-16.5 tire
but the max speed is under 50mph for those
loads
naturally the original equipment 6.50x16 pw
wheels were engineered to take these high loads without failing
