A couple of pumps of the throttle + full choke - it should start.
Things to check
The timing needs to be correct
Check the top dead center mark on the pulley - the older ring of the pulley has been known to slowly move from the correct position. You can use a wire via the #1 sparkplug hole to find tdc of the engine and compare with the tdc mark on the crank pulley.
Dip stick heaters - are too small to make much difference. Get a freezeplug heater. They cost about $25 and work very well. Install it as far to the back of the engine as possible.
Synthetic oil helps alot.
Switch to 20-20W for the cold part of winter if you do not like synthetics.
BTW - how cold is cold? -It's 0F at 15:00 here.
