There are two different types of "split" rim wheels. The early type (61-66?) does not has a tire bead retaining ring and the late model 65-71? with the tire bead retaining ring.
All new rims have the retaining ring. The retaining ring keeps the tire bead in place if the tire flats. Without the retaining ring the tire can be ejected from the rim if the tire flats. If the tire flats a speed loss of control is very likely.
The problem of the retaining ring is to seat the tire bead to the wheel rim requires A LOT of air pressure in the tire (60-70 psi). If the "split rim" is not correctly seated and rust free the rim may fail to seat and be ejected from the rim. Failure of the ring to seat is exceeding dangerous. To retain the ring when you inflate the tube to seat the tire - Get a 15 ft tow chain, lace it through the vent / center hole and around the outside - like winding around a doughnut -o-

Should the ring fail to seat the cable (SHOULD) keep the ring from ejecting freely and hurting people.

The older rims without the retaining ring permit the tire bead to seat at about 5 - 15 psi. You should still control the ring with a chain but you get a lot more warning if there are problems.

If possible if is better to buy a new seat of wheels - Must folks are quire afraid of split rims - AND FOR GOOD REASON.
