I think so. The first impression was the Canada Trust logo at the top of the page. Then it became apparent that it was a copy, not an original. There was also an absence of any other information, such as the city or province, phone, address, email...anything.
The letter was obviously written by someone with a serious lack of understanding of the English language, however this is not necessarily indicative of a non-resident. But the most obvious was that my name, the name of the author, and the name of the so-called possible relative, were all entered in all caps in a different font.
But still, that 4.6 million sure would come in handy. :)
