Most of Ohio's DMVs are real pains when it comes to titles. Signatures have to be notarized and out of state vehicles inspected for serial numbers, no exceptions. They may be basing their sale on that as other states are a LOT easier. I'm close to Kentucky and lots of guys "sell" paperwork from there to be legal.....and paid for through the states coffers. I go a county away to a rural office as they are nice there. My countys DMV would make most here want to ride a bus.
