FFPW Rear Fender Mounting

I am installing rear fenders to a '55 civilian FFPW. The fenders, bed and fender to frame brackets are matched from the original truck. I did not disassemble the bed so I do not know how they matched up.

In the photo, there are three mounting holes in the fender bracket. The fender to frame bracket has two holes. What goes in the third hole in the fender bracket?

The third hole is shown in the photo by a bolt inserted for reference.
