Ok you have said a couple of things that kind of conflict. A high idle can be caused by it running lean. You should be able to kill the engine at idle by turning the idle adjust screw. If you can’t then you need to clean the jets and passages as fuel it leaking through someplace. If you can’t get the idle rpm down the distributor advance will be advancing the timing and the timing marks will never be right.
You say it is running rich when your driving it. What do you base that on?
Go spend a few dollars and get a vacuum gauge and hook it up. They can tell you so much about any engine issues. There should be instructions how to read it in the package. There are also many websites that explain how to read the gauge.
I have found that if the carb has been rebuilt they often run lean. The carb with the governor uses a slightly larger main jet than those without one. The problem is that the rebuild kits come with the the jet for carbs without the governor. I had this problem when I rebuilt my carb. It was just not running well and had less power than before the rebuild. It would run much better if I choked it just a little. I did some research and measured the jets and found it too small. I took the original main jet and put it back in and the truck runs great. The jets are very often not worn and can be used again. You can measure the jet diameter with numbered drill bits. I had a website with the jet information but can’t find it now. I did post it here many years ago. I will see if I can find it. It listed all B and B carbs with applications, specs and jet sizes.
