Paper backed is still the standard, R19 minimum in a moderate climate. If you have the space( I believe you do with 3 feet), you might want to put in R30 to offset the block walls and concrete floor, as concrete tends to act like a rock and match the surrounding earth temperature.
Be sure to put the paper (vapor barrier, plastic back is a little more insulating from moisture) against the living space to keep from trapping moisture against your wood subfloor.
