still having issues with fuel sending unit

a good friend is still having issues with the sender he purchased new. he also has a new gauge and has put in a reducer. With the unit out in his hand with wire going to gauge the unit will work up to 3/4 showing on the gauge... With unit installed in tank same wires it had just worked on it does nothing. fuel in the tank and float is not hitting anything. he purchased it new from vpw... any help will provent him from going crazy
