Cant find serial number!

So far I have been unable to find frame serial number. Rusty spots where number should be? Fairly sure it’s a 1950 with army markings. Somebody put a wf32 tag on the doorframe. Am I screwed? Was this stolen ages ago?
Bottom line, how can I title and tag this beast?
