My engine has so much rust and crud in the bolt threads that the torque wrench was reading the bolt bottoming out in the gunked up threads instead of squeezing the gasket.
Use a plug tap and lots of compressed air to clean those holes up before re- installing the head. Test thread the bolts in the holes to a depth 1/4" lower than the measured height of the head to make sure all is in order. Also, consider using new bolts with grade 8 markings.
