1/2 ton WC steering knuckle bearing adjustment

Hello All
On the 1/2 ton steering knuckle bearing adjustment, are they adjusted with the oil seals removed from the trunnions? The 1/2 ton WC manual I have says just to drop the tie rod, nothing about removing the oils seals and gasket. Thanks for any advice.
