Next time you drain the system, remove the lower hose too. Hold your hand over the lower outlet, and fill the radiator with water. Leave cap off. When you remove your hand, the water ought to drain out in one big Ba-_Whoosh, like Al Bundy's toilet. No sucking noises from the radiator cap.
