Clint,
I had a hard time finding the torque for these u-bolts. I have 4 or 5 different manuals when considering the manuals for Power Wagons, M37, and WWII trucks, and I couldn't find anythingin those manuals. I looked in Phil's Archives, and the closest I got was a torque spec for the size of u-bolt on the truck, but didn't know what grade it is. I didn't want to overtorque it, so I assumed it was grade 5, which put me around 75 - 90 ft-lbs, for lubricated threads, per the info in Phil's Archives (old posts). I think I ended up torquing to about 85 ft-lbs with some greaase appied to the threads. I agree that 65 ft-lbs seems way low for that size of fastener. But if they were torqued to that level, then it certainly reduces the risk of re-using the bolts, compared with re-using bolts that have been torqued to a higher value.
