Other than plugging holes (paths) for noise, Sound control in an automotive application is mostly about damping and absorbing.

Adding mass helps dampen while adding fluff absorbs. Some manufactures use a sandwiched steel for mass, it's a steel/mass material/steel panel.

Adding bed liner helps by adding mass. Some products that add mass for control are not intended to be finish coat, or exposed to UV or foot traffic. So coating the top of the floor/tunnels, etc... are good areas for bed liner.

Adding Bed Liner or another appropriate undercoat sound material on the underside is also a good way to go.

The added benefit of underside coating to fenders and running boards also gives you something to adsorb the rock impacts and spreading the force much like a bullet proof vest.
