Losing brake fluid on a WM300

I have a 1965 WM300 that is losing brake fluid....but there is no apparent leak anywhere. If I put pressure on the brake pedal, it will sink, slowly, but clearly going down.

I did have a very tired 251 replaced with a rebuilt 265 and that was the start of the problem. I think this truck might have been equipped with power brakes but I am not sure. It looks like there is a vacuum diaphram up under the cab area...could this be leaking fluid internally? If so, can I just bypass that as I don't need power brakes.
