OT spun bearing race

I pulled another drum off the trailer to repack the bearings. I was wiping the grease off the outer race and noticed it was spinning as I wiped. I have never seen that before. I took the race out and it came out easier than it should have. The hub has a few marks on it but no color or visible wear. It looks as if the bearing race maybe a little under sized. It is an unknown Chinese brand. I guess it’s off to the trailer shop tomorrow.
