Jim, my best success after dipping or blasting when you have some of that almost instant rust is to wait until it's dry (a sunny day helps) and then using a windex bottle filled with "Ospho" (sold in ACE hardware stores), spray it.
The minute rust at that point bonds chemically with the Ospho. When when dry, use a stiff non-metallic brush and remove any whiskers or granules. Now basic primers will bond like the high dollar stuff.
