Doing a search on the PWA site, I found a thread or two where Charles Talbert at M-Series Rebuild recommended about 60 in-lbs of preload when using roller bearings on top. So that agrees with Paul's number. Charles says he just does it by feel, but had enough people ask him for a number that he decided to measure it when he got the "feel" correct, and it came out to 60 in-lbs. I found someone else this site (Joe's site) who said he's done a few trucks with the preload set to between 60 and 120 in-lbs, and had put something like 70,000 miles on at least one of them as of at that time, with no problems.
I just recently installed roller bearings in my upper bearing location on my 49 Power Wagon. It'll be a few months before I get it to the point where I can drive it, though.
