Here is what I know:
There is a VERY good reason why they are mounted like the one in the picture. When you depress the latch the hitch opens and the "hook" drops down. This allows the ring on a trailer tongue to sit on top of the hook. Then you can crank up the truck and put it into reverse. The hook will roll forward and latch the hook in the closed position. Later military pintle hitches had built in swivels to help prevent the ring binding in the hitch.
By the way, the hitch in the picture has never been removed from the truck.
