12V Voltage regulator?

I think my voltage regulator isn't doing its job. When looking in the TM manual, all you seem to get is " Plug in the tester, do this test." What I'd really like is more like theory of operation. How does it work? What's each relay assigned to do? Stuff like that. Is there a manual like this online somewhere I could read?

Anyone?
