I am planning to go to DMV, while at the counter, get my plates assigned per their "order". Then I will request a "personalized" plate with the number/letters off of the plate I was initially issued, as once "surrendered" they are "dead" in the system, hence eligible for re assignment.
I hope this is not too confusing to them, but nothing really amazes me at this time.
