What I think is: There is always error when you make stuff. So, what I expect they did was to make the tolerance between the bottom milling face and the center of the shaft very precise. Then you can be somewhat sloppy (mass production) for the rest of the machining, knowing that the top is going to be adjustable.
Doing it this way makes bigger tolerances and less parts need to be scrapped.
That's what I was thinking.
