I have had the same problem with every Power-Wagon I have owned. Each one of them has had a fully functioning vent tube. The problem is three-fold:
1) The vent tubes on our old trucks are of a smaller diameter than those found on modern vehicles.
2) The horizontal run in the filler neck is not necessarily horizontal.
3) Modern UNDERGROUND TANK LOCATED FUEL pumps push a lot more fuel a lot faster than THE ABOVE GROUND ISLAND LOCATED INTEGRAL GAS PUMP pumps that were manufactured when our trucks were new.
I always try to go with the lay of the land and find a FUEL DISPENSER island where the drive slopes away slightly and park with the filler neck "uphill". I also look for a FUEL DISPENSER nozzle which can be "feathered". A lot of modern FUEL DISPENSER NOZZELS have hair trigger SWITCHES and tend to be either "full on" or "full off". A lot of that is due to poor maintenance but I find that Wayne UNDERGROUND TANK LOCATED FUEL PUMP ISLAND DISPENSER SYSTEMS seem to be more forgiving than Gilbarco UNDERGROUND TANK LOCATED FUEL PUMP ISLAND DISPENSER SYSTEMS.
Sometimes jambing the FUEL DISPENSER nozzle upside down into the filler neck and shooting the fuel in horizontally works. Sometimes not.
